In the recent past. land prices and population in Malta have skyrocketed due to land limitation and restrictions by the Planning Authority (PA) and the Environment and Resources Authority (ERA).

In Malta this situation is particularly visible in the areas of Imsida, Ta’ Xbiex, San Giljan (St Julians), Sliema, Pembroke, Ta’ L-ibragg and Swieqi and other locations in the Maltese islands where the cost of land per square meter is above the average.

Due to height limitations imposed by the Local Authorities, one solution is to dig deeper, however excavation in the underlying strata  may happen below the sea water level in some circumstances such as in Ta’ Xbiex, Sliema and St Julians where the altitude above sea level is very limited.

Several process and techniques may be implemented to excavate below the mean sea water level which range from requiring no process to injection grouting and pressure injection of grout into the fissures and fractures in the rock.

It sets out a long-term framework for advancing sustainable development in Malta whilst taking into consideration past shortcomings and achievements. The focus is on identifying existing gaps where further development is required and setting out realistic goals to address these challenges. It also takes into account developments at international and EU level.

 

Socio-economic and environmental conditions at home, across Europe and around the world have changed dramatically. We are experiencing demographic shifts, growing pressures on cosystems, and increasing competition for global resources and economic development. Malta’s future development will strongly be dependent on its ability to respond and adapt to these global long-term trends and challenges. Identifying new development paradigms which take into account our planet’s capacities is thus essential. This requires in turn a set of coherent and effective polices, going beyond economic growth, also addressing social and ecological issues, thus restoring a sustainable, balanced and inclusive development.

 

Health is being increasingly seen as a resource to one’s daily living. It is being decreasingly seen as an end in itself but more as a means for an active and productive life. The cliché “there’s no wealth without health” is progressively more and continuously being reiterated in public health and political fora and applies not only at an individual level but also at a community, national
and European level.
